How could two observers measure a different speed for the same moving object? Easy ten points for anyone who knows it 
It’s more a matter of Newton than Einstein. Police radar will produce a different number if you’re parked by the side of the road vs hanging out of a moving car window with a radar gun. There’s nothing in the question that says both observers are moving at the same speed in the same direction.
